California extends ballast water rules Lloyds List reports that the California State Lands Commission plans to extend ballast water management requirements to ships arriving from within the US Exclusive Economic Zone (EEZ) but outside California waters. Under the scheme ballast water exchange will be limited to zones at least 50 miles from the coast. Alternatively, ballast water can be held onboard, discharged to a reception facility or treated in a way approved by the US Coast Guard. The Commission said: "there is currently no ballast water requirement for vessels that arrive in California ports from places within the US EEZ and, in particular, the Pacific Coast region, even though research has shown that there is a significant threat for such voyages to facilitate the establishment and spread of non-indigenous organisms throughout the region". Under its "Marine Invasive Species Control Fund" the Commission plans to levy a new US$500 per vessel voyage fee on affected ships. Vessels arriving from other California ports will be excluded. Though no timetable for the introduction of this scheme has been made public hearings will be held during April.
